Propolis driver N4

Tridium's Niagara communication driver connects to the PROPOLIS DIRC and/or VisApp server via the PROPOLIS API. The main purpose of the Propolis driver is to serve as a gateway to PROPOLIS DIRC / VisApp servers for Niagara 4 Supervisor or JACE8000.
